Chief Executive Officer

Caetano is a maritime expert with a strong academic and professional background. He holds a degree in Marine Engineering from the Australian Maritime College, a Master’s in Maritime Operations Management from Liverpool John Moores University, and a Master’s in Supply Chain Management from the University of Maryland.
Gaudencia Costa
Interim CEO & Stakeholder Engagement Specialist

Gaudencia is a strategic leader specializing in stakeholder engagement, corporate governance, and business growth. As Interim CEO, she drives UGG’s expansion, builds key industry relationships, and ensures alignment with company goals. Her expertise in navigating complex challenges and fostering innovation strengthens UGG’s position as a trusted leader in marine and offshore services.
Lucia Victoria
Legal Adviser

Lucia holds a Master’s in International Business and Trade Law from Fordham University, New York. Her expertise in global trade regulations, business transactions, and dispute resolution ensures that UGG operates within international and local legal frameworks. She plays a vital role in keeping UGG’s projects compliant and aligned with industry standards.

Marketing Director

A key part of UGG’s journey since 2012, Oscar has been instrumental in shaping the company’s growth and market presence. With a deep understanding of UGG’s vision and operations, he now leads strategic marketing initiatives, strengthening the brand and expanding its reach.

Eligio G. S. Belo
Project Director

Eligio Belo led UGG’s Catalyst Removal Project from initiation through the completion of its Engineering and Design Phase in Q4 2024. With a Bachelor’s in Information Systems from Charles Darwin University, Australia (2017), he brings extensive expertise in managing complex systems and large-scale projects. His strategic approach and attention to detail ensure UGG’s operations are executed with precision and efficiency, strengthening the company’s reputation for excellence.
Ivanna Pereira
Project Engineer

A mechanical engineer with a passion for innovation and sustainability, Ivanna plays a key role in project execution, site assessments, and engineering optimization at UGG. With over two years of hands-on experience, she specializes in project coordination, quality assurance, and regulatory compliance. Her award-winning research on PLA filament recycling systems reflects her commitment to technological advancement and environmental responsibility.
Shelya Bernard
Project Engineer

With a background in chemical engineering, Shelya has contributed to major infrastructure and environmental projects across Timor-Leste, including the Dili Drainage Master Plan and Tibar Dumpsite Rehabilitation. At UGG, she leads engineering coordination, resource management, and project execution, ensuring efficiency and timely delivery. Her expertise in water and sanitation initiatives further enhances UGG’s impact on sustainable development.

Gil Zairo Ximenes
QHSE Manager

An environmental specialist with 5+ years of experience, Gil holds a Bachelor of Honours in Earth Science from Queensland University of Technology, focusing on benthic terrain analysis. He has led environmental assessments on major projects, including supervising water quality and dredging impacts at Port Tibar Construction. Currently, he supports UNDP Timor-Leste and UNDP Fiji in climate initiatives under the Montreal Protocol, further strengthening UGG’s commitment to sustainable operations.
Lourenço Pinto
Finance Manager

With 8+ years of experience in finance, Lourenço specializes in government and international development financial management. Holding a Master’s in International Accounting & Finance from the University of Stirling, Scotland, and a Bachelor’s in Commerce from Flinders University, Australia, he brings expertise in financial modelling, forecasting, and public financial reforms. His work with Timor-Leste’s Ministry of Finance and the Office of the Prime Minister has strengthened national financial strategies, making him a key asset to UGG.
Gilman Cristiano
Finance Manager

With a background in architecture and civil engineering, Gilman combines creative design with practical logistics management. He has contributed to infrastructure planning, site coordination, and project execution. As Logistics Coordinator at UGG, he ensures the seamless delivery of materials and resources, optimizing supply chain operations for efficient project execution.
Arthur M. Pereira
Operation Lead

Arthur is a marine operations expert with a Bachelor’s in Fisheries Science from Jakarta Technical University of Fisheries and a Master’s in Fisheries Science from Pukyong National University, South Korea. At UGG, he oversees project execution, operational efficiency, and industry compliance. With expertise in marine resource management and sustainable fisheries practices, he plays a vital role in enhancing offshore and marine services, supporting UGG’s long-term growth in Timor-Leste.
